Benjamin Boakye

Benjamin Boakye is an Energy Governance Professional and the Executive Director of the Africa Centre for Energy Policy  (ACEP). In this role, he provides strategic oversight for delivering ACEP’s vision of an Africa where energy and extractive resources are utilized for economic transformation and sustainable, inclusive development. Prior to becoming the Executive Director, he served as the Deputy Executive Director, Programmes Director, and Operations Director, managing the Research Unit and the Programmes Unit.

Over the last decade, Benjamin has contributed to the extractive sector governance in Ghana and Africa, with much focus on corporate governance, institutional development, fiscal governance, contract governance, local content development and the evolution of legal frameworks for the effective management of extractive resources. He has written extensively on these areas in the petroleum, mining, and power sectors. He has recently contributed a book chapter on “Utilizing Ghana’s Gas Resources: Implications for Industrial Development and Inclusive Growth” to a Palgrave MacMillan book titled “Petroleum Resource Management in Africa: Lessons from Ghana.” He has also consulted for the World Bank Group, UNDP, and many research institutions in the resource sector.

He has spoken at various international conferences on the extractive sector, particularly on extractive revenue management and fiscal governance. In addition, he works with host communities, analyzing the communities’ issues relative to the development of extractives projects and revenue redistribution.

Benjamin holds an MSc. from the University of Dundee, UK, in Energy Studies and a BA (Hons.) in Sociology with Information Studies from the University of Ghana.

Charles Wanguhu is a Pan-Africanist with a focus on good governance and human rights. He is the founding director of the Enzi Ijayo-Africa Initiative, an initiative that focuses on Africa’s future development in the context of a global climate crisis. Wanguhu brings to NRGI broad experience in the management of natural resources and in energy governance. Since 2016 he has been on the board of the Africa Centre for Open Governance, a think tank with a focus on the structural causes of corruption, where he was formerly head of programs (2008–13).

Wanguhu is an analyst and has written widely on the political economy of oil exploration and production. He was previously the coordinator of the Kenya Civil Society Platform on Oil and Gas, which coordinates civil society to provide a collective voice on oil, gas and broader extractive issues. He also held the position of civil society gas lead at the African Climate Foundation in 2022. Other previous positions include the Kenya National Commission on Human Rights, and the Danish Institute for Human Rights.

Born in Kenya, Wanguhu earned his undergraduate degree at the University of Bedfordshire and his master’s in international and commercial dispute resolution at the University of Westminster. He is an alumnus of the Draper Hills Fellow Program at Stanford University’s Center on Democracy, Development and the Rule of Law.

H.E. Mohammed Nasheed is a distinguished statesman and a globally recognized environmental advocate. Currently serving as the Secretary General of the Climate Vulnerable Forum and V20 (CVFV20), he plays a pivotal role in representing and advancing the interests of nations most at risk from the impacts of climate change.

H.E. Nasheed’s tenure as President of the Maldives (2008-2012) marked a transformative period in the country’s political and environmental landscape. This symbolic act underscored his commitment to advocating for urgent and decisive global climate action.

Dr. Ifeoma Charles-Monwuba is a development specialist with over 29 years of experience in public health, development communication, social marketing and advertising. Before joining the UN in 2018, Ifeoma spent nearly 10 years with ActionAid and held various roles in Nigeria, Haiti, and Senegal, where she was ActionAid’s Country Director. Hon. Dr. Mohammed Amin Adam, the Member of Parliament for the Karaga Constituency in the Republic of Ghana, was appointed Minister for Finance on February 14, 2023. His distinguished career spans various key positions, reflecting his deep finance, energy, and governance expertise.

 

Prior to his appointment as Finance Minister, Dr. Amin Adam served as Minister of State at the Ministry of Finance. He held the portfolio of Deputy Minister for

Energy, overseeing Ghana’s petroleum sector from 2017 to 2023. He also served as Deputy Regional Minister for the Northern Region in 2005 and later as the Mayor of Tamale in 2006.

 

With a strong background in extractive industries and resource management, Hon.

Mohammed Amin Adam has played pivotal roles in shaping Ghana’s energy landscape. He founded and served as the Executive Director of the Africa Centre for Energy Policy (ACEP) and held positions such as Energy Policy Analyst at the Ministry of Energy and Commissioner of the Ghana Public Utilities Regulatory Commission. His extensive

experience also includes serving as the Africa Coordinator of extractive industries at IBIS.

 

Dr. Amin Adam holds a PhD in Petroleum Economics from the University of Dundee, specializing in petroleum fiscal policy and resource governance. He earned his MPhil in Economics and B.A. (Hons) in Economics from the University of Cape Coast and a Master of Arts in Economic Policy Management from the University of Ghana-Legon. He attended the Northern School of Business from 1988 to 1991 and Tamale Secondary School from 1991 to 1993.

 

He is a fellow of the Institute of Certified Economists of Ghana (ICEG) and has undergone professional development training at esteemed institutions such as Columbia University, the University of Texas at Austin, and Harvard University.

 

Beyond his ministerial duties, Hon. Mohammed Amin Adam chairs several committees and initiatives in Ghana, including the National Energy Transition Committee, the Gold for Oil Initiative, and the New Producers Group, demonstrating his commitment to advancing Ghana’s economic development agenda.

Dr. Marit Kitaw is the Interim Director of the African Minerals Development Center (AMDC), a specialized agency of the African Union dedicated to implementing the Africa Mining Vision (AMV). She has extensive experience as Chief Technical Advisor on Extractives Industries for Sustainable Development at UNDP Mozambique, as an Economist leading the Minerals portfolio in UNECA, and in COMESA, AfDB, and the US Institute of World Affairs.

As AMDC’s founding staff, she contributed to major implementing tools on Africa’s minerals for development. Dr. Marit Kitaw represents the African Union in the United Nations Secretary-General Panel on Critical Energy Transition Minerals. She is also on the 2025 Advisory Board of the Mining Indaba.

Dr. Kitaw received a PhD in Economics from the University of Nice Sophia-Antipolis in France and an MBA in Leadership and Sustainability from the University of Cumbria, UK.

Herbert Krapa is the Minister of State in charge of Energy. He is a distinguished professional with a robust background in energy policy and law, having held several pivotal roles within the Ghanaian energy sector. Notably, he served as Deputy Minister of Energy, where his expertise played a crucial role in shaping Ghana’s energy landscape, particularly in promoting renewable energy initiatives within Ghana’s Energy Transition Plan.

He has served as Board Chairman of the Electricity Company of Ghana, bringing his leadership to bear in stabilising power supply to consumers. He has also served on the Governing Boards of Ghana COCOBOD, the Ghana Export Promotion Agency, the Ministry of Foreign Affairs and Regional Integration and the Ministry of Trade and Industry.

 

He holds a Master’s Degree in Law from the London School of Economics and Political Science, a Master’s Degree in Development Finance from the University of Ghana Business School, a Bachelor’s Degree in Law from the University of Ghana, and a Post Graduate Certificate in Human Rights Law from Fordham University, New York.

 

Throughout his career, Herbert has been a leading advocate for renewable energy development in Ghana. He has championed numerous projects and policies that support solar, wind, and other sustainable energy sources. His efforts in policy development have been instrumental in enhancing energy access and sustainability in the country. Additionally, as a representative of Ghana in various international forums, he has promoted investment in renewable energy and sustainable development, highlighting Ghana’s commitment to these goals on the global stage.

 

Known for his leadership skills, Herbert Krapa is respected for his strategic vision and ability to drive significant changes in the energy sector. Dr. Sulemanu Koney is the Chief Executive Officer of the Ghana Chamber of Mines, having served as the Director responsible for Analysis, Research and Finance at the Chamber.

Oliver Maponga is an Economic Affairs Officer based at the United Nations Economic Commission for Africa Sub Regional Office for Southern Africa in Lusaka, Zambia. He has extensive experience in the minerals sector and has supported regional member States on policy development in the sector. He was part of the ECA team, which anchored the development of the Africa Mining Vision, and he is actively involved in the continental approach to critical energy transition minerals exploitation.

His current work also focuses on supporting inclusive industrialization in Southern Africa through industrial policy development and implementation, the development of regional value chains, strengthening regional economic integration, supporting the establishment of resource-based national and transboundary special economic zones and the implementation of the African Continental Free Trade Area (AfCFTA) Agreement by regional member states.

Oliver holds a PhD in Mineral economics and has held research and teaching posts at the Western Australian School of Mines and the University of Zimbabwe’s Institute of Mining Research (IMR). While with IMR, Oliver was part of a team of mineral experts supporting analytical work in the sector, and his special focus was on artisanal and small-scale mining, mineral economics, mining investment, socio-economic and environmental assessment of mining activities. He is a graduate of the University of Zimbabwe, McGill University (Canada) and the Western Australian School of Mines’ Curtin University of Technology (Australia).

Francis currently serves as Dean of the Faculty of Mechanical and Chemical Engineering at KNUST. Beyond his professional roles, Dr. Oppong is dedicated to education, holding adjunct lecturer positions at Ghana Technology University College, University of Cape Coast, Kwame Nkrumah University of Science and Technology, and Ghana Institute of Management and Public Administration.

With over 15+ years in Renewable Energy, ICT, and Automotive, Kabayo is driving the Electric Mobility adoption in Zambia with his team at ZEMIA whose mission is to support the adoption, development and growth of the entire electric mobility (EV) ecosystem in Zambia and Africa. Kabayo is passionate about advancing Zambia’s sustainable energy future through Green Hydrogen solutions such as fuel cell, clean cooking and fertilizer production (Green Ammonia).

 

He has been instrumental in advocating for the adoption of policies that support the adoption of electric vehicles such as the removal of 100% of customs duties of all-electric vehicles and ensuring government commits to electrifying at least 50% of their fleet.  At ZEMIA, Kabayo has supported government’s initiative of setting up of the Electric Vehicle Battery manufacturing through processing of critical minerals.

Dr. Olufunso Somorin

Dr. Olufunso Somorin is a Regional Principal Officer at the African Development Bank. He leads the Bank’s work on climate change and green growth in the 13 countries of the Bank’s East African region. This includes supporting countries’ access to climate finance for climate actions, and mainstreaming climate change in policies and programs. He leads strategic dialogues with public and private institutions on policy frameworks for managing local/regional socio-economic issues, climate change, renewable energy, carbon markets, infrastructure, ESG and inclusive growth.

 

Between 2013 and 2017, he coordinated the Bank’s work on addressing fragility and building resilience within the Horn of Africa. In the last 12 years in the Bank, he has been directly involved in the design, appraisal, and supervision of more than 250 development projects across multiple sectors, worth more than USD 20 billion. Over the last 17 years, Dr Somorin has published more than 50 articles on climate policy in Africa and has spoken at 300+ conferences and events.

 

Somorin holds a PhD in International Environmental Policy from Wageningen University, the Netherlands. As an Erasmus Mundus Scholar, he holds two MSc degrees from Finland and Netherlands. He is an alumnus of executive education from Bradford, Cambridge, and Oxford Universities in the UK, and University of California, Berkeley (USA). He gives guest-lectures at King’s College London, African Leadership University (Rwanda) and Strathmore University (Kenya). Somorin is currently a Non-Resident Fellow at the Africa Policy Research Institute (Berlin). He is a recipient of several international awards and recognitions, including the prestigious Eisenhower Fellowships (US) for his work on climate policy in Africa.

 

As a global leader on climate policy, Somorin is currently serving on the UN Secretary General Taskforce on Net Zero Policy.

Rachael is the Head of Group Sustainability and ESG for Ecobank Transnational Incorporation. She is responsible for supervising the bank’s 33 subsidiaries’ global sustainability and ESG initiatives. She collaborates with the board and teams to develop strategies and policies that integrate sustainability into all aspects of the bank’s operations. She has been featured on CNBC Africa and other platforms as a media commentator on sustainable finance-related topics in Africa. She is also the sustainability spokesperson for Ecobank.

Ian Gary is the executive director of the Washington, D.C., based Financial Accountability and Corporate Transparency (FACT) Coalition. The FACT Coalition is a non-partisan alliance of over 100 state, national, and international organizations. FACT’s mission is to promote policies to combat the harmful impacts of illicit finance on communities, global security, and the environment, and to campaign for a fair international tax system.

 

Prior to joining The FACT Coalition, Ian directed Oxfam America’s global policy, advocacy and program work focused on promoting transparent and accountable financial flows – for example from oil and mining revenues, taxes, and aid – to fight poverty.

Titus Gwemende is Division Director- Opportunity and Equity at Open Society Foundations in Africa where he has been providing overall strategic leadership of investments on creating just and fairer economies, resource economics and geopolitics of energy (especially critical minerals), anti-corruption, climate change work among other things. He has over 18 years’ experience working in senior roles of local and international organizations.

 

Previously, he was in Mozambique where he was the Regional Lead for Natural Resources Governance within Oxfam International where he contributed to building a multi-country and multi-partner program in much of Lusophone and Anglophone Africa region. He has also been Country Director for Transparency International Zimbabwe, the leading anti-corruption watchdog in Zimbabwe and was more recently its Deputy Board Chairperson. Titus was Section Head (Trade, Investments, Mining and Agriculture) for Netherlands Ministry of Foreign Affairs Regional Mission to Zambia, Malawi, and Zimbabwe where he facilitated trade, investment and managed economic governance projects between Netherlands, EU and a number of Southern Africa countries.  He has spoken at international conferences in all continents of the world and provides frequent political economy news analysis on various regional and global media houses.

 

He holds an MA from Ohio University. He is also a past Fellow at Freeman Spogli Institute at Stanford University and has won the Reagan Fasceal Fellowship with National Endowment for Democracy. Ikal Ang’elei is an accomplished environmental activist and the newly elected Board Chair of the Africa Centre for Energy Policy (ACEP). She is the co-founder and Director of Friends of Lake Turkana, a grassroots organization dedicated to promoting social, economic, and environmental justice in the Lake Turkana Basin, one of Kenya’s most vital and vulnerable ecosystems.

Ikal holds a Master’s degree in Public Policy and Political Science from Stony Brook University in New York. Her work has been internationally recognized, particularly for her advocacy on behalf of indigenous communities in Northern Kenya. In 2012, she was awarded the prestigious Goldman Environmental Prize for her efforts to raise awareness about the environmental and social impacts of the Gilgel Gibe III Dam, which posed significant threats to the livelihoods of local communities dependent on Lake Turkana.

Through her leadership and activism, Ikal continues to champion environmental conservation and sustainable development, with a focus on empowering marginalized communities. Her commitment to justice and equity makes her a strong leader for ACEP as the organization advances its mission to shape the governance of energy and extractives resources in Africa.

Yaw has extensive experience in transaction advisory for several sectors including transportation, energy, mining, manufacturing, telecommunication, and fast-moving consumer goods (FMCG). He has been involved in Public Private Partnership (PPP), project financing, structuring and contract negotiation for infrastructure projects valued at over $10 billion across Africa including Nigeria, Sierra Leone, the Gambia, Kenya, Botswana, Eswatini and South Africa.

 

Yaw is a regular panellist on local and international business and economic discussions. He has published over 20 articles on the Ghanaian economy and has been quoted by local and international media.

Juliana Bempah is a Principal Programme Officer at the Environmental Protection Agency of Ghana. Juliana is a climate change Expert and has supported as a team lead for Ghana’s Greenhouse Gas Inventory from 2008 to date. She serves as a technical expert on the UNFCCC Roster of Experts and has conducted several reviews on Greenhouse Inventories for Annex 1 countries and Technical Analysis of Biennial Update Reports and is a Lead Reviewer of Greenhouse Gas Inventories.

At the Agency, she is a team member for implementation of Ghana’s Nationally Determined Contributions (NDC). She is deeply involved in the preparations of Biennial Update reports, Ghana’s Greenhouse Gas Inventories and National Communications.

Juliana is currently with the Ghana Carbon Market Office, where she provides administrative and technical support to the general public and support implementation of the Ghana International carbon market and non-market approaches framework under the Paris Agreement. She is a Project Assistant for the Ghana’s Capacity Building Initiative for Transparency (CBIT) Project.

Mohamed Sultan is a development professional with over 15 years of experience in driving economic, social, and justice initiatives. Currently serving as the Africa Lead at the Global Methane Hub, he coordinates the strategic development of the organization’s Africa portfolio, overseeing impactful projects at the intersection of development and mitigation efforts within the energy, waste, and agricultural sectors. Prior to that, Mohamed worked with the African Union Development Agency and held several roles within the Open Society Foundations. As the program manager for economic and climate justice in West Africa, he managed a diverse team and multiple portfolios aimed at addressing economic inequality, promoting public and corporate accountability, fostering public mobilization for economic and climate justice, and expanding opportunities throughout the region.

Sandra has over fifteen years of experience working with global and regional non-governmental organizations focusing on issues of peace, human rights, democracy, economic justice and gender justice. She is passionate about economic justice on the African continent. Areas of interest include tax justice, prudent public debt management, transparency and accountability in the extractive sector, and mainstreaming gender in economic justice work. She has a successful track record in programme development, programme coordination, fundraising, awareness raising, capacity building and people’s management.

Sandra has served as Diakonia’s Africa Economic Justice Programme Manager since April 2018. She is responsible for providing effective leadership in planning, resource mobilization, formulating and implementing the operations of the Africa Economic Justice Programme.

She successfully led the setup and implementation of a multi-year programme on Promoting Domestic Resource Mobilisation in Sub-Saharan Africa that has contributed to mainstreaming discussions on taxation and public debt management in both the development discourse and political narrative, particularly in the East Africa Community, Southern Africa Development Community and the Economic Community of West African states. The programme is currently in its second phase.
